Impending Departures of Biebel, Sazama from City Prompt Hiring of Consultant Firm to Fill the Gaps

The impending departures of Public Works Director David Biebel and City Engineer Ryan Sazama have prompted Sheboygan City Administrator Casey Bradley to seek outside help to maintain operations until those positions have been filled.  A resulting direct referral has been made to the Finance and Personnel Committee to hire Kapur and Associates, Inc., to ensure that those functions are uninterrupted while permanent replacements are found.

The request from Bradley notes that it would be impossible for existing staff to pick up the slack left by Sazama’s retirement on March 1st and Biebel’s departure effective April 1st given the long tenure of the two, and considering the “significant number of development-related projects that have critical timelines that are in addition to our day-to-day operations.”

Kapur and Associates, which Bradley notes has received numerous awards for their work in project management and engineering, would be a helpful asset in assisting the City during the transition he said, and enable the new Director of Public Works to handle the hiring process once it’s known how the City Engineer position should be filled.

Claude Lois, who represented the Town of mount Pleasant during the developmenty of the 2,600 acre property for the Foxconn Project (now transitioning to  Microsoft) would handle the project management of Sheboygan’s economic development projects, while a mix of Kapur staff would handle the directorship and engineering needs of the City until candidates to fill the permanent City Engineer post were in place.

The terms of the contract would extend through December 31, 2024, with options to both renew on an annual basis, or alternatively to terminate with a 30-day written notice.

The Finance and Personnel Committee will take up the matter during their meeting on February 26th, with the measure expected to be presented for full Council approval on March 4th.
